San Benito and Santa Cruz Counties both said all businesses approved by the state are expected to reopen next Friday, provided they follow new guidelines. Monterey County Public Health Officer Dr. Edward Moreno said partially in a statement, “The County Health Officer must then determine if current indicators support implementation of the new guidance and opening of the sectors. “
